Due to the SolarWinds cybersecurity breach, the Judiciary is implementing additional safeguards to protect documents and information. An apparent compromise of the confidentiality of CM/ECF systems due to discovered vulnerabilities currently is under investigation. Due to the nature of the attacks, the review of this matter and its impact is ongoing. The attack appears to impact highly sensitive sealed documents submitted and stored on CM/ECF.

The U.S. Bankruptcy Court for the Northern District of Ohio does not permit electronic submission or storing of any sealed documents or records, which is the present focus of the federal judiciary’s concerns with CM/ECF vulnerabilities arising from SolarWinds Orion security issues. We have preliminarily concluded that no changes are required to our current CM/ECF filing procedures and protocols arising from these identified vulnerabilities. The Court continues to monitor and evaluate ongoing developments around these issues for impact on its systems and CM/ECF users.
