Because opinions are now posted on electronic databases, it is unclear what constitutes an "unpublished" decision. There are many reasons why I publish only a limited number of opinions in a traditional fashion. Electronic access does not change that perspective, nor does any form of publication create precedential effect. Electronic access is to assist parties and comply with laws regarding openness in government.
Publishers should contact chambers with any request to publish any decisions herein that have not been released for formal publication.
Opinions are not to be published without permission, nor does the court intend to treat cases differently by virtue of this electronic access.
